#14907: I cannot get ICQ to Connect

 I cannot get my ICQ Account, User Name Doug Shelton, Userid
 rdougshelton at gmail.com, to connect.  I continue to get the error message
 "You have been connecting and disconnecting too frequently. Wait ten
 minutes and try again. If you continue to try, you will need to wait even
 longer".

 I waited at least 20 minutes before trying and still got the message.  The
 System Log does not appear to capture this msg or any specifics about this
 issue, but I've attached a Screen Shot.
