Comment:

 After further investigation, it seems this is not a defect in Pidgin but
 rather Google's Android client which sets a priority of 24 even when the
 user is marked as away/idle.  See:

 It could also be argued that the priority should only matter within the
 same class of status (e.g. "away" always has a lower priority than
 "available" regardless of what the actual priority is set t).  Not sure if
 this is defined in XMPP or is client-specific, though.
