 Message notification by window flashing does not occur in Pidgin
 (Portable) 2.10.0 (Win 7x64) without the Message Notification plugin
 enabled yet with "Flash window when IMs are received" set.

 With the Message Notification plugin enabled, window flashes only occur
 for minimized windows when the tab of the sender was not active when the
 window was minimized.
