Comment:

 The problem isn't the location of the plugin dll - it's in the right place
 for a plugin.

 I think the problem is that plugin is buggy and is causing the misbehavior
 you're experiencing.

 To validate this, you can remove the plugin (while pidgin isn't running)
 and verify that the problem goes away.
