 No, you're not the only one. I'd love this to be fixed as well, but given
 how low-level it appears, I don't know if it'll be fixed soon.

 Here's a kludgy workaround I'm trying out: use the Text Replacement plugin
 and define replacements for things like ć -> ç. Make sure you uncheck
 "Only replace whole words"; you'll need to define replacements for
 lowercase and uppercase versions of the characters you want to replace.
