#15163: Can't receive messages to channels like &channel (as opposed to #channel)

 /join &foo

 If the server allows it then the channel will be joined and the channel's
 tab/window opens, and the nicks are displayed correctly in the user list,
 but receiving messages in the channel doesn't work. I get the following
 error in Pidgin's debug console when another client sends a message to the
 channel:

 "Got a PRIVMSG on &foo, which does not exist"

 Nothing is seen in the channel.
