 When I am logged in to developer.pidgin.im , the menuitem development/view
 tickets menuitem is accessible.

 As a non-logged in user:

 http://developer.pidgin.im/report throws "REPORT_VIEW privileges are
 required to perform this operation", so how to get to the ticket list??? I
 can view ticket pages if I am not logged in AND I know the exact url of
 the ticket...

 This should be fixed: list of tickets should be a public page!!
