Comment:

 For the add buddy request, there is an X in the top right corner of the
 request.  Clicking that effectively ignores the request.

 Some accounts have been lost over time due to bugs in the account
 management portion of trac or due to them being taken over by spammers and
 then forcibly removed and blocked.
