 I've also seen this error, and can reproduce it under these circumstances:

  1. clientLogin enabled
  2. Using libpurple's AIM protocol plugin with an ICQ account
     (setting server to `slogin.icq.net` or `slogin.oscar.aol.com` doesn't
 matter, only depends on prpl used)
  3. giving correct (ICQ) user ID and password

 According to your debug.log, you are connecting to AOL/AIM, not ICQ:

                                 ^^^^^^^^^^^^^^^^^ should be api.icq.net or
 similar
 }}}

 Are you using the AIM protocol instead of ICQ? (It says "ICQ" in your
 account table, but the AIM figure should be a mirabilis flower then,
 IMHO.)
