#15351: Allow logging only to other locations

It is important for me to retain copies of all of my instant messages so
that I can refer back to important information and more easily remain
connected with friends. As hard drives are lost and machines are replaced,
I inevitably end up with gaps and missing logs.

I use pidgin on both linux and windows. I would like to store logs for
each in a common location, say dropbox.

Linux currently logs to ~/.purple and can not be changed
Windows currently logs to $PURPLEHOME but also stores settings there

Bonus points if a store and forward (or simply fallback) method is used in
case dropbox becomes unavailable. A unified format would also be helpful,
as I may have these clients running simultaneously (work always running on
windows, irc always running on linux, and AIM and XMPP running on
whichever I happen to be on at the time).

Another benefit of this approach would be allowing me to see conversation
history for a contact regardless of what computer I happened to have had
the conversation on. This would be also be especially helpful as a
 precursor to any mobile development.
