 When a Pidgin user receives a CTCP request over IRC, such as CTCP VERSION,
 it is shown in a rather annoying way -- as a private message to the user,
 which it isn't. This causes confusion, as some IRC networks use version
 checks when connecting.

 In comparison, the XMPP equivalent, <iq/> for "jabber:iq:version", is not
 shown ''anywhere'', only logged to the debug window.

 The IRC plugin should do the same and suppress the notification when
 recognized CTCP ''requests'' are received.

 (The reply to VERSION is already a generic "purple", so this shouldn't be
 a privacy issue. The XMPP plugin actually reveals more.)
