Comment:

 The docking functionality isn't enabled by default; so, you (or someone
 using your Pidgin instance) must have explicitly enabled it (which
 requires two steps).  To enable it you need to enable the "Windows Pidgin
 Options" plugin and check the "Dockable Buddy List" checkbox.

 The docked Buddy List does uses the "standard" [http://msdn.microsoft.com
 /en-us/library/windows/desktop/cc144177(v=vs.85).aspx Windows AppBar]
 functionality - if that has the side effect of rearranging your icons (do
 you really have 100 icons on your desktop?!), I would expect you to see
 the same behavior with a lot of other applications.
