Comment:

 In the default configuration, pidgin can't inform you if it's minimized to
 the tray and there is no tray.
 Even if you were to use the message notification plugin or something that
 notifies you of incoming stuff, there still would be no way to access the
 UI if you wanted to initiate a conversation.

 Note that this behavior isn't specifically intended to deal with a WM
 restart, but rather a tray disappearing/being removed for some reason.

 I can see how this might be a minor annoyance, but surely this is an edge
 case? I can't think of a normal situation where one would restart the WM
 frequently.
