 I'd like to propose a staged release - the first release simply including
 our pidgin-otr plugin, where we ask for feedback from users and the second
 stage would be where we enable it for users (as Adium, xmpp-client, and
 others do) by default.

 The first stage is easy to do and rather straight forward - it is a matter
 of the Windows build engineer simply including it at release time. The
 second stage seems political and worth discussing.

 The second stage is pretty straight forward - a key will only be generated
 if and only if a user manually generates it or if a user has the
 opportunity to start an OTR chat with another user.

 What are some of the concerns with including it in the Windows release
 @datallah?
