Comment:

 I'm not at all familiar with hansoft - but Pidgin will just send the URI
 to your default browser (the application registered for "http" URIs in
 Windows) using the `ShellExecute()` API.

 It should be similar to (but not quite identical because we send the
 message to the "http" handler, not the "hansoft" handler (or any other
 arbitrary handler) - this is for security reasons) if you use Start->Run
 and put the URI directly there.
