 Several people have complained that it wasn't possible to comment on a
 closed ticket when in fact the reason why they couldn't comment was that
 they needed to log in.

 I suggest that users who aren't logged in should read something like "You
 need to log in in order to comment on this ticket" at the bottom of each
 ticket so they don't end up looking for a comment button without success.
