 The !BitlBee user interface is an IRC server.  It can serve many people at
 once, and they do not correspond to userids on the system.  So there
 aren't any ~[userid]/.purple/accounts.xml to use.  Instead, the settings
 seem to be saved in /var/lib/bitlbee/[ircnick].xml.

 No matter what file, the point is that unlike an IM client running on your
 local system, you do not normally have access to such configuration files
 located on a remote IRC server.  This is where the desire for runtime
 configuration as described in comment #1 comes from.
