 At the moment, language bindings can only do plugins and cannot implement
 a prpl by themselves.

 elb says that this is because of "an artificial distinction between
 "plugin", "loader plugin", and "protocol plugin"'.

 Although it would break all the plugins, it would be nice to get this
 fixed in such a way that any supported language bindings could implement a
 prpl. This could, in theory, make more prpl's available as porting some
 existing ones to C can be a bit of a pain.

 It could be debated that this is not a defect but an enhancement request,
 but I lean in the direction of it being a defect because.
