New description:

Comment:

 This was resolved as my fault.  Somehow in the Privacy settings this GTalk
 account had been set to be "Only the users listed below" ... instead of
 "Only the users on my buddy list"

 darkrain was able to point that out in debugging the issue ... changing
 the setting has it working now!
