 I've had a similar issue on my machine, also Windows 7, and mine is a
 laptop.  I've noticed the issue at home (Comcast is my ISP) and at various
 mobile locations, so it does not seem to be ISP-specific.

 One other odd work around I've found is to ping the AIM login URL
 (slogin.oscar.aol.com) at a command prompt ... when I do this, my AIM
 account either immediately becomes active, or clicking "reconnect" will
 pretty much immediately work.  I would say this work-around works
 something like 80-90% of the time.  Maybe you could try that and see if it
 helps you too, and if it does, it might inform the issue.  Thanks!
