 All Versions as far as I can tell.

 With window managers which don't use a tray bar (most tiling WMs) it is
 impossible to tell when activity happens in the background which needs
 user attention.

 For existing windows, there exists a plugin as workaround but this plugin
 does not work when pidgin creates a new window.

 Urgent flags seem a such important feature, especially with the steady
 raise of tiling WMs that a native support is a huge benefit.
