 I'm running into the same issue with win7 64, same exact symptoms (i've
 been using perl.dll plugin for years).

 I've installed pidgin and strawberry perl 5.10 on a couple of win7 VMs
 which are up to date with windows updates and so far they load the
 perl.dll fine.  So my only thought is there is some policy or similar
 affecting this but I cant figure why some machines seem affected and
 others not.

 It does not seem to be that strawberry perl 5.10 just flat out doesnt work
 with win7 64 anymore.
