 When you drag the buddy list to the edge of the screen it snaps to the
 edge and fills the screen vertically.

 In prior versions of Windows (Windows 7) it took the taskbar area into
 account. In Windows 8.1, it does not, so part of the buddy list ends up
 behind the taskbar.

 I'm attaching a photo to clarify.
