 Freenode, specifically, allows nickserv passwords to be sent in the
 account password field.  This password not actually intended (within the
 protocol) to be tied to an account or a nick at all, it is a password
 required to connect to a server.  It went essentially unused for several
 decades.

 Using it as a nickserv login is a feature of the network, not the
 protocol.
