 No (#16172). I still think problems like this are not enough of a reason
 to continue supporting both libraries.

 So that's maybe some justification for keeping the ssl code in a plugin.

 I'm pretty unhappy with the pluganizable aspect of our ssl and certificate
 code. It's much more complicated than it needs to be. Using preprocessor
 defines and #ifdef more and not using auto-loading plugins would help
