 Regarding OTR, the XEP specifies that single messages can be marked as
 private. It explicitly mentions end-to-end encrypted messages as a use
 case for this. See http://xmpp.org/extensions/xep-0280.html#avoiding

 I think not CC'ing OTR'ed messages would be the optimal solution, since
 OTR is not designed to be used with more than one client on each end
 anyway.
