 I can confirm this happens to me every day.

 The "tab at wrong position" sounds right too.  I've noticed that, if I
 rearrange tabs, it's common for Ctrl-Tab cycling through the tabs to cycle
 through them in the wrong order, at least until I've cyled through every
 tab at least once.
