#16400: <filter> option for accounts.xml

 Even after reading https://developer.pidgin.im/wiki/PlainTextPasswords
there is one thing I'm concerned about:

If I'm storing my password there is an extremely low chance that I'm
opening by accident accounts.xml in a text editor while somebody is in
visible reach of my monitor. I would like to have some sort of encryption
that creates a long enough string that is normally impossible to memorize
in a short time. To prevent that users think by accident that this could
be a safe encryption here is my idea:

 - The string in <password> can optionally be filtered with the <filter>
 option which provides a way for a user-defined password-filter.
 - At default Pidgin can continue to store passwords in plaintext as
 default.
 - Then the <filter> option should be maybe not configurable over the GUI.
 - Then the <filter> option should be maybe too complex for a user that
isn't aware of the PlainTextPasswords problem.
