#16626: Gtalk Buddys do not receive receive request when "+ add buddy" is used

 Gtalk Buddies do not receive receive request when "+ add buddy" is used.
 showing offline buddies shows them in my buddy list, however they are
 labled as not authorized and they do not receive a request on their end.
 "(Re-) Request authorization" does nothing. when they send me a buddy
 request i receive it and when i accept they replace the not authorized
 buddy. when I send them a request through Gmail's chat window, they
 receive it and it also works and replaces the not authorized buddy.
