 File transfers outbound on Windows 10 using a file transfer proxy (not
 within the local network) get stuck part way through.  The sender is told
 the transfer was successful, whereas the receiver is stuck at some %age
 complete.  Verified that this does not happen on Windows 7 with the same
 settings.
