 Please allow ability to add a custom banner message while creating new
 chat rooms.
 This banner should be persistent and always visible on top of the chat
 room window to all members logged into the chat room.

 The objective of having this option would be to add an informational
 message describing about chat room and generic guidelines of using the
 room etc.
