 Yes, something like a detailed chat room topic which should be always
 visible on the main chat room window to all members of the chat room that
 are currently present in the room.

 For example, it could be a short list of DOs and Donts while using the
 chat room.

 So essentially what I am requesting for is an option to put up a permanent
 message (Like a sticky on a fridge) which will always get displayed.
