 Using the Input and Output Settings, I set both of them to Plugin:
 PulseAudio, Device: Default.

 When making a test call, the audio is not routed to the device selected
 for output in pulseaudio.

 Note that the device list does not update to show the option of a headset
 plugged in. (The device does show up in pulse audio and is being used)
