 +1 This is a behavior that could obviously be useful in pretty common
 situations.

 Maybe I have a lot of chats that are pretty inactive. Id like to be
 available on them and get notified when someone talks on them, but not
 always have them open, using up valuable taskbar space for no reason.
 There are many ways to solve this situation, taskbar icons, popup
 notifications, but the simplest would be un-hiding (or creating again?)
 the conversation window when a message is received.

 I think a simple "even if persistent chat is closed" checkbox in the
 "message notification" plugin would be the easiest way (from a user's
 view) to get this behavior.  The buddy list currently will bold the chat
 on a new message so obviously the event is seen by pidgin in some form.

 This just seems like such a simple feature request, requested by many
 people, and no one has found a solution, in the 7 years this has been an
 issue?  I'll try my hand at making the plugin, but I know pretty much
 nothing on a coding front, so no promises.
