 Same issue here, for me the it seems to steam from kaspersky (my
 antivirus) despite being on the trusted list, or for that matter even with
 kaspersky closed. The reason why I believe it is coming from kaspersky in
 my case is; the problem went away when it was uninstalled, came back the
 instant it was reinstalled.
