Comment:

 Some protocols need[ed] the clients to store the contact list locally (ICQ
 comes to mind).

 Libpurple also do it to be able to store buddy properties as buddy
 pounces, aliases, etc.

 It is up to the protocol plugin how to manage or when to syncronize the
 contact list.

 From what you say, I guess you are talking about MSN. MSN as it is
 implmented in Libpurple is gone and I am not sure the contact list
 management have survived or not.

 Can you confirm this is on MSN?
