 This bug is still failing for me and for the same reason, there is no
 system tray.

 Workaround:

 1.  Make sure pidgin is not running:  killall pidgin
 2.  Edit the file $HOME/.purple/prefs.xml
 3.  Find the following line:

                         <pref name='list_visible' type='bool' value='0'/>

 4.  Change the value to '1'.
 5.  Save the update file.
 6.  Restart pidgin.
