 In the plugin menu I'm noticing that the button to configure a plugin is
 grayed out until the related plugin is enabled. I do not see the reason to
 do this as it should not be a problem to pre-configure a disabled plugin.
 Also an user might make a look what the plugin is more or less capable of
 before enabling it.
