 AFAIK chat does not notify by defaut. Except for case where someone calls
 your name. Also you can uncheck "automatic join" on any particular room.
 so i am not sure if it's really an issue. Not sure what's the case for
 blocking room. Maybe particular user in room. Dunno. Can you elaborate?
