 I'm not really experienced in XMPP block list issues, but I'll try to
 help.

 A friend told me that this was working in the version of Pidgin in
 Trisquel 8, which is based off of Ubuntu 16.04, which has an older version
 of Pidgin than you have, so that is strange. Perhaps it is because they
 are using ejabberd as their XMPP server and you are not? It may also have
 to do with the method you are using to block people. If your block lists
 are only locally stored, then offline messages might not be blocked when
 you start up again.

 Have you tried blocking people through Pidgin's menu system in a chat
 window? I believe that sends the block request to the XMPP server which
 will either accept, or ignore and store or forget the value, depending on
 the server. Whether Pidgin remembers to honor blocks after restarting is
 another matter. There might be an additional configuration item somewhere
 in Pidigin (possibly under the plugins menu) for that.

 If you open up a console window before blocking a contact, you can watch
 the messages sent between Pidgin and your server. This might help you
 diagnose the issue and possibly automate whatever method works for making
 persistent blocks.
