 Accounts manager is a top window and its sub-windows have a z-order issues
 on Windows.

 1) If you will select Accounts -> "Manage Accounts" pidgin will popup
 Window that have attribute topmost. Why and for what? For example, if you
 will change a Window by Alt+Tab to Conversation, it will not popup to you,
 you will see it under the Manage Accounts window. This is really annoy. I
 may understand the Modal window, but it is not a Modal.

 2) When you select one account and click on "Modify..." new window will be
 poped up. Now try to change windows by Alt+Tab to a different: other
 applications, pidgin:Conversation, pidgin:BuddyList,
 pidgin:ManageAccounts, pidgin:Modify. Very fastly you will see a very
 strange issue:
 Modify Window is formally active (blue head), but it is under inactive
 topmost window ManageAccounts. That is really annoy. So you need to move
 your "Modify" Window right or left to see it contents.

 OS: Windows 2012 R2
