 likely same as #15503

 what seems to be happening is that persistent chats don't get re-created
 when reconnecting, but just re-join. This confuses gtkblist.c which then
 doesn't get notifications of new chat messages. I believe the fix is to
 register for "chat-joined" as well and register for new chat messages in
 there for chats. Please see attached patch.
