 performed multiple upgrades from Fedora 25 to get to 28 and now having
 handshake issue.  i realize this is most likely a nss change vs our server
 configuration issue but i can't find info on this error 12156 and not sure
 how to proceed as far as debugging it.  i need help identifying the exact
 problem so I can engage the right people and convince them to fix it
