Comment (by grim):

 We do not currently have a windows build of 2.13.0.  This is due to us not
 having a valid code signing certificate.

 The developers that have previously signed it have had their certs expire
 on them, and are trying to get re-validated to renew.

 That said, we're working on getting an organizational cert to avoid these
 issues in the future, but that's proving harder than expected.
