Comment:

 Do you have a file transfer proxy set up?

 What client are you sending to/from Pidgin from/to?

 There's a lot of different ways that files can be transferred over XMPP
 and both clients have to negotiate the same protocols to send.  Pidgin
 will attempt to use the fastest method it can first, followed by the next
 slowest, etc.
