 I use Fedora MinGW to cross compile pidgin 2.13. So such error:

 rm -f it.gmo && ../../win32-dev/gettext-0.17/bin/msgfmt --statistics -o
 it.gmo it.po
 /bin/sh: ../../win32-dev/gettext-0.17/bin/msgfmt: No such file or
 directory


 Here patch to fix this.
