Comment:

 I'm assuming this is on Windows?  If so, are you downloading the "offline"
 installer (the slightly larger exe)?  That has the GTK runtime bundled in
 with it and doesn't need the extra download step.

 Try using the offline installer
 https://bitbucket.org/pidgin/main/downloads/pidgin-2.13.0-offline.exe and
 running as an Administrator.

 If that doesn't work, attach a screenshot of the error message to this
 ticket
