 I have the same issue, so I can confirm.

 - Pidgin 2.13.0 for Windows
 - XMPP(Jabber)
 - XMPP server we use is talk.google.com
 - Custom Smilieys are just text

 Installing 2.12.0 results in Custom Smilieys working again.


 Sometime this month, I will setup an environment to test this with debug
 symbols on, if that helps.
