 IMVHO, pidgin could delegate the playing of the notifications to
 libcanberra or gsound (gsound uses libcanberra)

 libcanberra supports both alsa and pulseaudio.

 This would also fix the volume issue with pulseaudio (upstream pa uses
 flat-volume by default) and also #17071
