 At the end of 2018'th Mail-Ru company (a current owner of ICQ network)
 have announced the deprecation of OSCAR protocol completely (through a
 direct letter to every user who is using OSCAR protocol) and recently they
 are have shouted down all OSCAR-based servers. Pidgin now reports that it
 can't connect to the BOS server. The only way to rescue ICQ support is the
 making of a new ICQ plugin that will use modern protocol. It's the good
 case that complete source code of official ICQ client is available
 publically: https://github.com/mailru/icqdesktop

 New protocol does use of encryption, has the support of stickers like
 Telegram and others, calls, etc.

 There are a lot of people are don't want to use official ICQ client and
 prefer to use any custom one. Pidgin is one of the clients that supports
 ICQ. Until OSCAR servers were deprecated officially and nuked down.
